The Boiler Upgrade Scheme (BUS)
The Boiler Upgrade Scheme is a UK government grant programme administered by Ofgem. It provides a direct cash payment — currently £7,500 — towards the cost of replacing a fossil fuel boiler with an air source heat pump. The grant is deducted from your installation invoice, so you never need to handle the money yourself.
The scheme has been confirmed and funded through to 2030, giving homeowners plenty of time to plan and act. There's no income limit, no means test, and no requirement to make other energy efficiency improvements first (beyond a valid EPC).
To access the grant, you must use an MCS-certified installer. That's where we come in. Penmark Energy is fully MCS certified, which means we can submit the BUS application to Ofgem directly on your behalf. You don't need to register with any government portal or complete any forms yourself.

Eligibility Criteria
The BUS grant is available to most UK homeowners. Here are the five key criteria.
- You own the property — outright or with a mortgage
- The property is in England or Wales
- You are replacing an existing fossil fuel heating system (gas, oil, or LPG boiler)
- You have a valid EPC for the property (issued within the last 10 years)
- You use an MCS-certified installer — that's us

Grant Application
We submit the Boiler Upgrade Scheme application to Ofgem on your behalf, including all supporting documentation and system specifications.
MCS Paperwork
Because we're MCS certified, you automatically qualify through us. We register every installation with MCS and provide your certificate on completion.
DNO Notification
We notify your Distribution Network Operator as required by the grid connection regulations. This is a legal requirement that we handle as standard on every installation.
Installation Certificate
You receive your MCS installation certificate and all handover documentation on the day your system goes live — everything you need for your records and insurance.
0% VAT on Energy Installations
In addition to the BUS grant, energy-saving installations — including solar panels, heat pumps, and battery storage — all qualify for 0% VAT (reduced from the standard 20%). This has been confirmed by the government until at least 2027.
For a typical heat pump installation, 0% VAT represents a saving of approximately £1,600 to £2,800 compared to paying standard rate. On a solar and battery system it typically saves £900 to £1,800. These savings apply on top of any BUS grant you receive.

The Boiler Upgrade Scheme has been confirmed and funded by the government through to March 2030. Applications can be submitted at any point during this period, subject to available vouchers. We recommend not waiting too long — demand is increasing and the scheme will not be extended indefinitely.
Yes. The BUS grant is available to property owners, including private landlords and second homeowners. You must own the property (outright or with a mortgage) and meet the other eligibility criteria. We handle the application on your behalf regardless of whether you live in the property or rent it out.
Unfortunately, the BUS grant cannot be applied retrospectively. It must be applied for before the installation takes place. If your heat pump was installed without a BUS application, you cannot claim the grant after the fact. This is one of the reasons we always submit the application before the installation date.
For some properties with simpler installations, the £7,500 grant can cover the majority of the cost, leaving a relatively small balance to pay. For larger or more complex properties the cost may be higher. We will always give you a full written quote before any work begins, showing exactly how much the grant reduces your out-of-pocket cost.

We then arrange the installation date around the confirmed voucher. The whole process from survey to switch-on typically takes two to four weeks depending on availability.
